Who is ''Farooq The Great''

Hazrat Umar R.A is the second caliph of Islam from 634 to 644 AC and a great administrator.  Gandhi said about him that he was a leader of a vast empire(Arabian Peninsula)

but lived simple life to cut the public expenditures by adopting a simple lifestyle. He was the influential king who trigger the economic revelation in Arabia and was worthy of the following but unfortunately, he is ignored by the intellectuals of the world. so it is the need of time for poor developing countries to follow his reforms to overcome the challenges which are faced by them.

 Islam and welfare economics 

It is not an exaggeration to say that Islamic teachings paved the way for welfare economics and introduced great reforms which are applicable to the present and future. Islam forced the state to give all basic rights and to provide basic needs to the people. Provide justice and equality for all human beings.

Economical Affairs 

The era of  Hazrat Umar R.A was the era of victory for Muslims because in that time period Muslims conquered the vast land. Hazrat Umar R.A decided to give the conquered land in the ownership of the state rather than the people of administration so in this way he stop the way of wealth accumulation as per Islam Law. He knew very well that land is the one factor of production. One-fifth of all that was given to soldiers in the form of Khums. 

Barren land of developing countries unfortunately  agrarian base


The barren land was also handled wisely by distributing it to the needy who can work on that and can cultivate it. They were also helped by the government to cultivate that barren land to improve its utility of land. The Kharaj was(Land tax) imposed on cultivated land. He mobilized labor (another factor of production)  according to the Quranic way by encouraging. So in this way, he use an economical attitude to solve the economical matters and utilized the factor of production in the best way. Developing countries are also mostly agrarian backgrounds so it is a role model for them. Baitul Mal was created by him as a treasury. Zakat system was fully applied during his time period so the result was clear that there was nobody deserving of zakat in Arabia Prosperity was in every walk of life. The stipend system was also introduced in his time which is the base of the new welfare society. The scholarships were awarded to needy people from the treasury of the state. The widow, senior citizens, and the mothers carrying infants were all entertained by the funds from the state. He regulated the usher and custom duty. The Canal system of irrigation of land developed the best of that time. To control famine and drought, his strategies were awesome and worthy to follow.   No doubt Hazrat Umar R.A was a great administrator and he established a welfare state within very very limited resources of that time. All UDCs can follow his way to resolve their economical crises.
