The era of Hazrat Umar R.A was the era of victory for Muslims because in that time period Muslims conquered the vast land. Hazrat Umar R.A decided to give the conquered land in the ownership of the state rather than the people of administration so in this way he stop the way of wealth accumulation as per Islam Law. He knew very well that land is the one factor of production. One-fifth of all that was given to soldiers in the form of Khums.
The barren land was also handled wisely by distributing it to the needy who can work on that and can cultivate it. They were also helped by the government to cultivate that barren land to improve its utility of land. The Kharaj was(Land tax) imposed on cultivated land. He mobilized labor (another factor of production) according to the Quranic way by encouraging.
